BY LAWS
ARTICLE VIII
Duties of Officers and
the Board of Directors
Section 1. The President
- The President shall preside at all meetings of the Board of Directors.
- The President shall be the Chief Executive Officer of the Tournament, and enforce all the provisions, objects, and purposes thereof.
- The President shall appoint the members of all standing committees, designed in Article VII, as well as all other committees which may be created, unless otherwise provided for in the motion ordering such committees to be formed.
- The President shall also perform such duties as pertain to his office, and shall make a report with his recommendations at each annual meeting of the Board of Directors.
Section 2. The Vice-President
- The Vice-President, in the absence of the President, shall perform the duties of that office, and shall discharge such other duties as may from time to time be required of him.
Section 3. The Executive Secretary/Treasurer
- The Executive Secretary/Treasurer shall be the administrative officer of the Board of Directors, and shall be responsible to the Board of Directors for the enforcement of all the provisions, subjects, and purposes of the tournament.
- The Executive Secretary/Treasurer shall keep a true record of all meetings, tournament reports, and such records as may be determined by the Board of Directors.
- The Executive Secretary/Treasurer shall have charge of and conduct the correspondence of the Board of Directors, and shall notify the members of any and all meetings of the Board of Directors. He/she shall also perform such other duties as may from time to time be required of him/her by the Board of Directors.
- The Executive Secretary/Treasurer shall be a non-jurisdictional Board Member.
Section 4. The Tournament Statistician/Web Designer (combined duties as amended at the 2012 Board of Directors Meeting)
- The Tournament Statistician/Web Designer shall be responsible for keeping and maintaining the statistical and historical records of the tournament from year to year.
- The Tournament Statistician/Web Designer shall devise and maintain a system of record keeping to assure the standardization of records and data pertaining to each tournament.
- The Tournament Statistician/Web Designer shall maintain and keep current the computer program used to keep the tournament statistics. He/she shall make the computer program available to the current tournament director or his agent for use when hosting the tournament. At the current tournament director's option, the tournament statistician will offer his/her servides to the Tournament director. The Tournament director may at his option elect to have a person of his own choosing keep the tournament statistics/data.
- In the event a Tournament Director elects to not use the computer program provided by the Tournament Statistician/Web Designer, or the services of the Tournament Statistician/Web Designer, then the Tournament Statistician/Web Designer shall request from the Tournament Director any and all statistical and data records needed to comply with his duties and responsibilities.
- The Web Master shall be responsible for the maintenance and design concepts of the Northwest Law Enforcement Bowling Tournament web site.
Section 5. The Board of Directors
- The Board of Directors shall carry out and enforce all the objects, and purposes of the organization and direct the transactions of it's business, which shall be consistent with current or established policies and rules of the tournament.
- The Board of Directors shall assume the responsibilities as designated in these By-Laws, and set forth in USBC rules.
- The Board of Directors shall exercise it's rights of management, and shall have the power to hear and determine all protests arising from or because of a misconception of the terms or conditions of these By-Laws, Rules, and Regulations.
- The Board of Directors shall be responsible for setting the goals, immediate and long range for the betterment of the tournament.
- Individual members of the Board of Directors must attend a board meeting within a three (3) year period, or forfeit their seat on the Board of Directors.
Section 6. The Tournament Director
- The Tournament Director derives his authority from these By-Laws and USBC rules and regulations.
- The Tournament Director shall be responsible to the Board of Directors, for the satisfactory operation of the tournament, in accordance with these By-Laws, USBC, and the policies established by the Board of Directors.
- The Tournament Director shall become a member of the Board of directors, one year prior to his agency hosting the tournament. Upon completion of the tournament, he shall provide the Executive Secretary/Treasurer, and the next Tournament Director, a copy of the USBC reports, the Post tournament report, including a list of all awards presented, and a financial statement.
- The Tournament Director shall make a report at the next meeting of the Board of Directors, along with his recommendations.
- The Tournament director shall provide to the Tournament Statistician any and all records, statistical data, and information needed for the accurate completion of his duties.
